    What is actually true

The Election Commission's press note of 25 July 2026 says the Special Intensive Revision is being carried out in phases, with draft rolls published and a claims and objections period before the final roll, and that no eligible elector is left out. The Supreme Court's order of 27 May 2026 records that in Bihar the final electoral roll contained 7.42 crore electors compared to 7.89 crore before the SIR, a net reduction of about 47 lakh. Media reports cite 13.37 crore draft-roll deletions across 30 states and Union Territories, but the Election Commission has rejected the 13.39 crore figure.

The claim rests on a 13-crore figure that the official record does not confirm. The Election Commission's press note describes a phased process with draft rolls and restoration safeguards, and the Supreme Court's Bihar order shows a net reduction of about 47 lakh, not 13 crore. The 13-crore figure conflates draft-stage exclusions with final deletions and omits that eligible voters can be restored through claims and objections, so the claim is misleading.

    What is actually true

No Election Commission press note in these sources gives an all-India figure of 13 crore deletions. The only official state-level figure is Bihar's final roll: 65 lakh electors removed from the draft list and 3.66 lakh ineligible electors removed later, leaving about 7.42 crore electors. A government note on the nationwide exercise says data is published by the Commission but provides no such total, and the Supreme Court on 27 May 2026 held the SIR process within the Commission's statutory mandate.

    • The Election Commission's press note for Bihar states 65 lakh electors were removed from the draft list and 3.66 lakh ineligible electors were removed later, leaving a final roll of about 7.42 crore. [4]
    • Media reports citing figures say the first two phases of SIR deleted 7.8 crore names, while another 5.43 crore voters were issued notices demanding documents to retain their names, making about 13.23 crore deleted or at risk. [1]
    • The Supreme Court ruled on 27 May 2026 that the Special Intensive Revision is within the Election Commission's statutory mandate under the Representation of the People Act, 1950, and consistent with its constitutional obligation. [9][10]

The claim that 13 crore votes were deleted is misleading because the 13-crore figure includes voters who were only sent notices asking for documents, not actually removed. The deletion count alone was about 7.8 crore, and the Election Commission's own published data for Bihar shows a much smaller number of removals. While about 13.2 crore voters were affected in total, calling them all deleted overstates the Commission's action.
